IF you can find a bushing where the center hole is correct, and the outer rubber is larger, you could put it on a lathe and sand it down to size.
But a better option may be to do a Google search on "custom urethane suspension bushings". There should be plenty of information to solve you problem. You may have to save your old sleeves, but you should be able to get them custom made for what ever you need. Some guys will make them themselves, but I would think you would be better off to have them made, so they are not under sized.
